The USA's first tactic would likely to be to fire the Partial Cannon on Atlas's Capital Ships. Alot of the fight would depend on whether the ships could survive that.

I see some members of Atlas have high durability and attack power which could pose a serious problem since only the strongest forces could even damage them.

Atlas's use of Dust as a power sources would make their infrastructure less vulnerable to attack since it does not need a central power grid.

but at the end, USA would win whitout the use of Nukes.
