Composite Astro Boy not involving Omega Factor is also Small Planet level believe it or not.
With Omega Factor though, Astro is star level, which shouldn't be considered due to being highly non-canon.

Way I see it, MM wins due to being somewhat faster.

Assuming Mega Man has his best gear, he wins due to time stop and black hole generation. Otherwise it's 50-50 in all honesty due to similar speed, power, and durability.
But I'm worried that Death Battle is going to swing towards popularity power and not use proper feats (they've had a bad habit of that in certain matches)

Megaman got this due to Astro Boy being somewhat fragile to elemental attacks.
