I think Artanis takes it due to his smarter mindset (Silver is pretty gullible). The mild precognition would help as well. Even if Artanis doesn't lead with Psionic Storm, doesn't mean he won't use it to finish off Silver.

I've only seen him use psionic storm once when he was protecting the crystal that was going to destroy the planet all the nerazim live on and that was only after a bunch of zerglings overwhelmed him and started eating his face so he might not use it at all.
