Are Lightning Feats 9-A or 8-C?

Just thought of this.

According to the Lightning Feats page, the energy in a lightning bolt is equivalent to 1.6 billion joules. People like The Undertaker are 9-A via their ability to summon lightning.

However, when I convert 1.6 billion joules to tons of tnt, I get roughly 0.38 tons of tnt, which would be 8-C.

My question is are lightning feats 9-A or 8-C? There are profiles that say it's 9-A, but the actual energy of a lightning bolt is 8-C, so I'm not too sure which one is the truth.

CtG lightning is 9-A+, intra-cloud lightning (Cloud-to-cloud) is 8-C. Scaling to the latter would require you to be able to fashion a lightning bolt by channeling one from the clouds directly, or being able to transform into a bolt and being able to travel from cloud to cloud.
