Probability Manipulation is a lesser version of Fate Manipulation so yes for the first question. But no it does not give you resistance to Plot Manipulation.

Yes, Probability manipulation it's a lesser version of fate manipulation, changing destiny in a predetermined future, like Ywach who uses allmighty to change the future (so you can counter using Acasaulity)
