CC Goku can summon DBF Arale to **** people up, but take multiple moves before he gonna summon, so unless he find no way he can defeat his opponent he gonna summon character that are more broken than him, it is usual move in DBH now, you can't fight this guys, let call others and gang up on him

Well he's a character who is mostly in gameplay so it's impossible to tell what the hell he does the most. That being said, it's very much on the table

Goku summons whoever his summon ability is equipped to summon..
The summon ability can have any varying character(s) attached to it..... what is important is when Goku DOES use the summon ability, he will immediately summon who he is meant to summon.
If Arale is his given summonable character for the situation then he'll summon her first chance he gets and at every other opportunity.
This goes for pretty much every other summoning character and summonable character in the entire game.
To put it's simply
When it boils down to it
If the question is: can Goku summon "this" character and the answer is "yes"
Then he will summon that character no questions asked on like his 2nd or 3rd move.
