Just because they cannot use psychic powers doesnt mean they are literally being incapable of thinking. It just means their powers are being nulled, not their thoughts

Power nulling the cause and effect of an ability are seperate. And you'd need feats of resisting both
I can stop you from using your gun before you shoot me, is different from you'll shoot me and no bullet will come out

Character A enters character B range
Character A thinks but his power doesn't come out. His thought arent being nulled, but his powers doesn't come out either.
Same case here. You'd need to prove their thoughts are being specifically affected otherwise its just a classic example of powernull.
