The plates themselves have a quote inscribed on them that explicitly states the powers of plates are shared among Pokemon.
And by the way, the plates bit isn't the only form of evidence to prove Arceus has all Pokemon powers. Lore also specifies that humans and pokemon are all aspects of Arceus, so he would get all of their abilities just as he has all of the powers of the Creation and Lake trios for them being parts of Arceus.
