If we take away arales gag powers everyone on this list except golden frieza and bergamo can defeat her and i dont think her gags work against villainious or serious character since we never saw her fight a serious characters other than beerus who almost destroyed her

And then you remember beerus, who proved the complete opposite sense. Meaning that arale can lose against any being if they are simply powerful enough. Team 2 stomps her effortlessly. And i dont see arale countering hit's time-skip.

For the record, Goku's normal Kamehameha is MUUUUUUCH weaker than a full-power one, hence why some enemies can shrug off kamehamehas normally but when Charged to max strength, they're suddenly afraid.

Goku Black when he pulled out the sword was confirmed to be the strongest being in existence that was not a God of Destruction or higher power than that. That statement was made during the time that it was announced Goku was going to fight Arale. The producer had it in mind that it was going to happen and still picked Goku Black as strongest. Goku likely didnt get any stronger in between the Immortal Soul Zamasu fight and when he fought Arale. He takes it with high difficulty.

Save your tears, Whis himself in the same episode said there is nothing that beerus can't destroy. (At least regarding everything in universe 7) And if you're gonna go against a angels word, then that's on you.
