Superboy is not in the high end of 4B either. So I don't get the at least bit.

the specter although it is non-colpore (and even this varies depending on the story), it is an abstract type 2 so it is not a 100% conceptual entity
also I don't think it's a good idea to scale the post-flashpoint/rebirth magic statements with their Post-crisis version unless there is evidence, not all magic has the same level of influence in existence

Magic comes from sphere of gods which ain't affected
So is mountain level, at most solar system level good?
