What takes priority when calculating AP:
The "energy damage equivalent" of an attack...or "causing damage to characters that can withstand such forces"?
 
Pretty sure the latter since is more consistent and often that you damage people than destroying scenarios.

Unless you are talking about an attack causing damage to the enviroment while damaging a character.

In that case, we compare the damage to the character's durability, whatever's more consistent goes, the victim might be upgraded if it is consistent enough.
 
If it is the latter, then do weapons have some degree of durability negation to an extent?
As I'm pretty sure a 9-B getting shot by a 9-C bullet is still going a lot of damage to them, regardless where they are shot, especially if said character is lower in the tier.

My actual question is:
"Do weapons have an extent of Durability Negation, or does energy take priority over what it can harm?"
 
They don't have durability negation, they just abuse surface area like blades to cut tissue, they still project energy towards you for that.

Fiction makes blades and bullets dangerous via piercing damage, but that's a trope, in real life a 9-B being would need to be as hard as steel and thus be affect by bullets way less than meat beings, but in fiction taking a nuke doesn't stop your body from being made of flesh so they use this as a excuse.

Bullets aren't baseline 9-C, depends on the bullets.
