But Lisa has a fighting style that incorporates Capoeira, which is pretty unpredictable. I vote Lisa due to unpredictable fighting style, and combat experience (has survived numerous battles against Ryu Hayabusa and Hayate, as well as battling Helena in the most recent game).

Almost every DOA character (with the acception of Tengu and Ryu) scales to Ayane and Kasumi. I'll try to find any solid calc that gave those two the Building Level rating.

Izuku takes this hands down. On top of having the more (probably) mobile fighting style, his shock waves give him a range advantage, so he never even has to get close to deal damage.
