Though a question. Even if the CT is not an option, could having the combined strength of all legendaries pre gen 4 possibly make Mirage Mewtwo higher than High 6-A? Mirage Mewtwo definitely has Rayquazas power as he shows it in the special and Groudon and Kyogre should be no different. Plus, Mirage Master extracted data on at least Lugia, Entei, Celebi, Unown, Latias and Latios from the movies. Combine that, along with 3 High 6-As and other pokemon from Gen 1 - 3 and it should be above Tier 6 no? If otherwise, just abilties.

Mew also has the DNA of all pokémon (except for some legendary pokémon), and has proven to be able to transform into any pokémon, such as Ho-oh for example...

Yeah but then we'd be back to sqaure one with the whole tier 2 or whatever thing and I doubt Mews dna would help.

Fun fact: believe it or not this Mewtwo is the only Mewtwo who's SEVERELY stronger than Mew. Mirage Mew is, like, complete fodder to Mirage Mewtwo.
