Country level Celica: She scales from Judah, who is capable of being defeated by any unit, as you can fight him during late-mid game, and it's listed as being With Ragnorok, a spell that Delthia, a regular unit, can also learn, which would mean that with this logic, every single unit in FE2, FE1, FE3, Awakening, and Fates, are all Country level in base via scaling, and here's how
FE2 cast scaling to Ragnorok, FE1 cast scaling to Palla, Est, Catria, and Camus, who were all present in Gaiden (Camus = Zeke, since he lost his memories during FE1 and somehow made it to Valentia), FE3 cast scaling to FE1, Awakening scaling to Tiki, who scales to FE1 and 3, and Fates scaling to Owain, Inigo, and Severa, who scale to Tiki
Country level Alm scaling to Duma....: This is actually a problem, Duma does not have any feats, so why is he even Country level? Perhaps Alm with the Valentian Falchion should be "At least City level" for fighting Duma, a god, which means he should at least be above Naga, and according to the FE wikia, Duma and Naga are actually very equal to eachother and have actually had a dispute

Why would Duma listen to a being far under him, unless they are similar in power (or perhaps it could be Naga's time manipulation and he doesn't wanna get BFRed to the past, but it's more likely, that since Naga only did this in Awakening, Duma most likely doesn't know about this ability, as it also wasn't used against Medeus or Loptyr, which means Naga is most likely somewhat comparable to Duma, but Duma is likely stronger than Naga, as despite Naga's power, she is not a god)
tl;dr, Celica should have her Country level key removed, and Alm with the Valentian Falchion should be At least City level, or just solid City level
