I think that we should make 2 keys for 21:

at least 4-B of her labcoat form/beginning of the game | 3-A (end of the game).

I thibk only 4-B in her Labcoat form would be better since she was only stated to be stronger than Cell.

@DMB 1: We've been discussing that for ages, yeah. It's only a matter of getting enough support then I'll be more than happy to add it. And yeah, I think a solid 4-B is more fitting than an at least, because Cell's the baseline for 4-B Dragon Ball.

As for EoG, I assume you mean Evil #21, but... she's not too far off of True #21 when you consider the scope of 3-A, and the only difference she has is an ability is outright said to be possessed by Evil #21, but only hinted to be possessed by True #21, but... that hint should be enough to negate any true difference.
