I can see that Android 17 is at 3A level, and I personally disagree. This is because Goku and Jiren were shaking the entire world of void, stated to be an infinite dimmension of nothingness, in initial Ultra Instinct and Supressed states respectively. While in Ultra Instinct, Goku is barely able to damage a heavily suppresed Jiren. Android 17, however, did more significant damage to a stronger Jiren in episode 127 of Super, which should immediately qualify him for being at least comparable to initial Ultra Instict Goku, putting him in the low 2C Tier, and having all his Universal level stats become Universal Level+.

Just because a Low 2-C character easily defeated someone else, doesn't mean they're not Low 2-C. For example, the Grand Priest would destroy Jiren, but they're both still Low 2-C. One character being massively stronger than another doesn't automatically mean they're in different tiers.

Jiren was caught off guard at that time so that wouldn't scale. Android 17's best feat throughout this entire tournament was matching Base Toppo in a beam struggle although he was still slightly weaker.

The 17 upgrade is contraddicted since he would have fought with God Toppo head on, but did not happened as he stayed on the defense and tried to escape from his attacks, reminder that Jiren is stronger than God Toppo.
