I don't know why we assume that. Other World is stated to have no time, the Room of Spirit and Time is an enclosed dimension with its own diluted flow of time, and the Realm of the Kai just exists outside of everything.

Well in DB cosmos, Otherworld, Kaioshin World, Living Realm, etc being separated by a dimensional barrier. but Goku with IT could teleport into those place, so
