Honestly, I just thought this match would be funny. I mean, Dick Dastardly always loses while Stormtroopers always miss. Dick Dastardly does have Regen, but... Uh, does Mid-High Regen work against cauterization? Because Star Wars lasers and lightsabers tend to cauterize wounds. Also, the attack he scales from scorched and stunned him, so uhh... Yeah.
Dick Dastardly had went through a warzone, although having seen that episode, I sincerely don't think he's cut out for war. And before you bring up the airplane thing, that's Dick Dastardly's father: Dick Dastardly I. Stormtroopers were literally recruited for the sake of war, and the Empire itself is quite a bit more powerful than a mere Earthly militia. I'm sure the Empire can get away with a militia that can't aim worth jack.
In regards to their stuff, all of Dick Dastardly's ranged equipment came from his Mean Machine if I recall the series correctly. Stormtroopers, on the other hand, are about what you'd expect from a military troop. Plus thermal detonators have this thing called radiation, so good chance Dickie would get radiation poisoning from it: https://starwars.fandom.com/wiki/Baradium
That being said, the Stormtrooper is allowed his best equipment and speed is equalized due to the fact that weapon speed for Star Wars devices aren't rated for speed for some reason.
