Shadow Man is at most 3x stronger, 5.3 Zettatons Vs 1.8 Zettatons, but Naruto is way more haxed and versatile here. His duplication and summoning are better than Shadow Man's, he can make great use of enhanced senses, and of course there's the various elemental manipulation, Matter manipulation, ect. Plus Naruto is much more tactical; going with Naruto for those reasons.

Shadow Man can still OHKO him. Versatility doesn't matter much if the opponent you are fighting can kill you in one attack.
Also that was for Zero tanking Eurasia. The calc for Duo and Evil energy was between 3 Zetatons and 29 Yottatons

He'll need to hit him in order to OHK him; also, I thought it was 4x greater AP that's required to one shot someone. Naruto can also avoid being one-shotted via substitution jutsu and he's also got Low-Mid regen that would help if he did get hit.
Also, it doesn't look like the 29 Yottatons is accepted; otherwise, they'd all be 5-A as opposed to Low 5-B
