Air and Wind Categories

There's something that's been bugging me lately. We have two categories that seem to overlap: Air Users and Wind Users. The power page is Air Manipulation, but more characters are assigned the later category, and some have both categories listed. So I want to ask, is there any difference between the two?

Wind= moving air so it's indeed rather redundant.

You can make a request to have them merged, I guess?

Wind could also mean tide (moving water) and solar wind, so not count that out yet.
