In any case, I think Max Steel should take this easily. He can stat amp so the ap difference might be changed. And he had forcefields, accelerated development, damage boost, info analysis, as well as better range.

I will only say that the accelerated development is not very strong in the first fight against a superior enemy, only after several (3 or 4) the gap begins to grow, the damage boost is based on one of his turbos modes (Cannon mode which is tier 6) so it does not apply here
