Lightning is stronger (with Lightning Shoes) and more durable than Ingenium, and judging by these statements he is also more skilled as well, having decent analytical skills and strategy, plus the explosions he creates with his shoes were stated to be comparable to a "double impact" so he has more range as well, not to mention these shoes also increase the speed of his attacks.

As for Ingenium, his Recipro Turbo is a massive strength and speed boost compared to his normal self and it allows him to fly, giving Ingenium the advantage of mobility through the battlefield, and he might actually be more experienced than Lightning given the battles he has endured through the manga.

However in a one-on-one combat at close ranges I think Lightning should win, Ingenium doesn't use grapple attacks so the Lifting Strength advantage will be irrelevant during the fight, and Ingenium's Recipro can only last for 10 minutes and after that he would be completely vulnerable to Lightning's attacks (unless his shoes' power has a limit as well).

So I'm voting Lightning for now, I think he is the better fighter overall.

I'm pretty sure Iida should be able to beat Lightning with Recipro Turbo.

Lightning is def the better fighter as Iida doesn't have much of a fighting style himself. He has pretty good moments that get looked over, like spinning mid-air after missing a kick to hit with another one, but nothing concrete for me to say he's got a definitive style or prowess. Skill to skill Lightning takes no competition, he's a martial artist of high skill and Iida just kinda kicks really good.

Factoring in the speed blitz though, and I don't think Lightning is going to survive the 10 minutes of Recipro Turbo off skill alone. Mudman went from confident he could take Iida to getting blitzed and one shot with a kick to the head. Even in his beginnings key, Iida's amp from base to Recipro Burst is enough to break the ribs of 711-ton characters. Base < Burst < Turbo. So, with the AP amp + 10-minute blitz amp, Lightning is gonna need a new option of fighting him or else its wraps for him.

As for durability, Iida can assuredly endure Lightning's attacks, especially with the AP gap being so small. His own stamina feats aren't as impressive as others in his class, but he definitely can take a hit or two before realizing he needs to go all out (and he seems to go for Turbo pretty quickly when things go awry). And at that point I don't think Lightning has anything that can actually keep up with him. His analytical stuff seems to be prior to a fight or analyzing a situation, not particularly analyzing someone's fighting style or movements to hit them even if they're faster. Unless he has something that implies he can keep up with or deal with someone effectively blitzing him with enough AP to knock him unconscious in just a few moves, and consistently do that for 10 minutes straight, I don't see a path to victory for him.
