Djinns according the the verse's lore, are godly compared to mortals, being capable of altering concepts thanks to their wishgranting ability. In fact, he was only defeated due to the intervention of the Djinn King, who stripped him of all his power but chaos:

Ledgermayne, a Chaos Lord that was Mana incarnated, was able to overpower Drakath's Chaos Control, so there's that:

The Hero defeated it by assembling some sort of extremely powerful staff, that Drakath had to power up because it just wasn't doing the trick. So I guess Drakath and Ledgermayne aren't that far apart.
Most Chaos Lords are Multi-Solar System+ thanks to Khasaanda's display of power, the weaker ones being Multi-Solar System and the Top Dogs, Universe Level+ (mainly Drakath, the Chaos Twins, Ledgermayne and Pre-Nerf Tibicenas).
I still haven't completed the main storyline, there's probably more feats to cover. Also, since the first Chaos Lord (Escherion) was the game's first event, all other characters like Artix and Vordred must at least be close to, if not stronger than Low-Tier Chaos Lords. Desoloth's probably Multi-Solar System+ as well. I mean, he's strong, but mid-Chaos Lords Hero of Lore defeated him (albeit with a lot of help from the Prime Dragons).
And yes, it's Koichi. I lost my account and couldn't get it back, I disappeared because I've developed mild depression, but I think I'm mostly good already.
