@AKM The Makkankosappo is a enormous amount of concentrated energy. It's not only effective because it's a piercing attack. Raditz himself said that Piccolo was concentrating all his energy in the finger tips to the point that he even surpassed his power level.

Kienzan seems to work in a similar fashion, in that its power is greater than the user's and it's a cutting attack. The notion of it bypassing durability is completely unfounded in the source material and even the daizenshuu.

The Destructo Disc is somewhat a durability negating technique. Even though, it only failed on Jiren and caught others off guard, the move itself focuses on manipulating Ki beyond the user's limit and giving it the properties of disc, which when thrown, will cut down opponents that's superior to themselves.

Jiren's case could be pinned on the fact that since his overall power surpasses Gods of Destruction, the limit of a Destructo Disc's effectiveness could potentially cap at this level unless the user is once again on the level of a God of Destruction or higher.

Remember in the manga of Super, the God of Destruction of the 10th Universe roar had varying effects on indiviuals of different tiers (Rumush's Battle Roar is able to knock out anyone at the Supreme Kai level of power, and even temporarily stun fellow Gods of Destruction. Yet did nothing to the Angel levels of power or higher).

I think these should be considered when deciding this.
