Addition to the sock-puppet rule

Okay. So what, if anything, should we do here based on that then?
 
Staff members that actively ignore or help sockpuppeting from banned users are to be punished in accordance with the decisions of the Human Resources group.

Regular users who help in sockpuppeting from banned users are to be given punishment as well, though reduced in comparison to the actual perpetrator. Regular users who simply ignore the existence of said sockpuppeting are in a majority of cases not to be punished, though are strongly recommended to talk to a staff member about the issue as soon as possible.

There, some general guidelines. I'm sure someone can iron them into proper rules.

Someone called me, here is the revised version:
  • Staff members who knowingly assist or overlook sockpuppeting by banned users will face disciplinary action as determined by the Human Resources group.
  • Non-staff users who participate in sockpuppeting from banned accounts will also be disciplined, although their punishment may be less severe than the primary offender.
  • If a regular user is aware of sockpuppeting but does not actively participate, they will typically not be disciplined. However, they are strongly encouraged to report the issue to a staff member as soon as possible.
