Let's say someone exists outside the normal flow of time. And someone is able to affect them. Is there any special ability required for this or do they have Acausality (Type 4) as well?

Acausality (Type 4)

Nope, Acausality Type 4 only gives you a resitance to the past and future changes, Causality Manip, Precog and Fate Manip, you can still affect them normally, for example u can affect enemy with higher AP than durability he has

Honestly, just being stated to being outside the normal flow of Time is not enough for Acausality Type 4. Needs a bit more then that to get it.

Change "outside" to "unbound" then it might work, I guess.

What's the difference from that, how it can be unbound flow of time be Acausality 4?

Doesn't change anything, you need a bit more stuff about Causality/Fate/etc, or a more indepth explanation on what being unbound/outside Time means.

I'm not really saying it can, though. However, the difference is that "unbound" implies that you are freed from it like say, "unbound by time", it usually translates to Time Manipulation resistance in-context while "outside of time (and space)" most of the time without proper context gives you almost nothing like for example, predating time.
