I don't think Bill said that he doesn't need cause to precede effect. What he said was "why should cause precede effect" and it was a statement in a Reddit thread with no feats. So type 4 is a no for me.

i thought he should have at least type 1 due to being above time baby who can ignore paradoxes i thought that was the most reasonable other than that i agree with the above
