About validity of wins in restricted matches

Are there any general guidelines to follow as to when a match can/cannot be added to the profiles of characters(except a stomp ofc)

Like for example i come across a lot of uchiha matches in which the OP straight out bans genjutsu,which depending on the uchiha is similar to putting superman in a VS match and banning super stregth,Are the wins in such matches and similar conditions valid? i know speed equalized matches are valid but they must be mentioned explicitly. But what about matches that nerf standard and frequent abilities of a combatant?

If it's a ban on something that is guaranteed to work, the character often uses, and almost always has access to, then yeah, it's kinda dumb.
