About upgrading and downgrading characters via tiers and how does it work?

I am very curious about how you admins decide the tiers for specific characters so I'll start with Sonic:

Base Sonic is rated 7-B while Super Sonic is rated 5-A to 4-A while Darkspine Sonic is Low 2-C.

Base Sonic hurt Perfect Chaos who was powered by the Chaos Emeralds which is a planet destroying source and he also defeated Dark Gaia who is rated 5-A. Super Sonic fought with Time Eater, Egg Wizard, Egg Salamander and Solaris.

Also if Base Sonic's feats of defeating Perfect Chaos and Dark Gaia do get accepted, how do they decide if they want to rate him 7-B to 5-A or 5-A?

How do you decide which low end or high end feats to disregard?

I know that his tier 2 feats are considered outliers because Super Sonic passing out against Dark Gaia once due to plot induced stupidity since he hasn't passed out against tier 2 bosses.

I feel as though Game Sonic characters are forever punished by remaining at 5-A to 4-A... and that no matter how many tier 2 bosses they defeat they'll be considered outliers no matter what...

If Super Sonic does perform a tier 2 feat in Sonic Forces will he be upgraded to "5-A to Low 2-C" or "4-A to Low 2-C" or forever remain at 5-A to 4-A...?
