If a character can create Solar Systems, and then another character tanks hits from them. Would that be Tier 4 stuff?

Hercules as a verse seemingly gave their characters Tier 4 because of this

That should be Durability feat and not an ap feat

Case by case, even if we have UES, it's not always assumed that casual physical attacks are downscaled from creation feats. As creations feats aren't always assumed to be casual and could very well be in the same boat as "Feats that require someone to deplete all their energy into one attack forcing them to be basically be incapable of combat afterward" and/or could be almost as bad as suicide attacks.

But under the assumption that we're using verse specific examples where it only costs an extremely small portion of their energy to perform the solar system creation feat via miniature big bang; and that even their most basic punches are using up more of said energy, than yeah, it would be 4-B durability to tank those 4-B punches. But some of the aforementioned stuff above may still need to be taken into account before hand.

Basically what DDM said, there has to be a UES otherwise it's just creation (Nanatsu's Chaos)

In the case of Hades, it seems to me something just of creation. Although there is a scene of Zeus easily moving stars to make a constellation, so telekinesis would also be included I think.

I think there would need to be a bigger discussion perhaps? Was there another topic covering this tier? Because tier 4 was added in 2017, so it's pretty old.

In Hazbin Hotel it was explained to us that Angels shaped the entire universe from nothing creating all of it, with later Lucifer straight up showing to us what he could have did if Angels did not stop him which is creating entire Solar Systems with a gesture
