About the Hedgehogs and their 06 feats

Im in an argument with some friends and one of them is saying that game sonic is universal-multiversal for beating Solaris alongside Shadow and Silver. But im saying it is an outlier because of later showings that contradict that argument. He says that the reason Sonic struggled against enemies like Dark Gaia after 06 is because he was either nerfed or it was PIS.

Is this true that it is PIS or no? Please i would like a good input about this.

Power seems to flux. In 06 he should be Multi-Galaxy+ with Solaris being Universal to Universal+ (It's likely he was faster)

We can't really say that Solaris is Multiversal, however it seems fair to have his high end at Multi-Universal, which makes high end 06 Sonic Universal+.
