The anime is secondary-canon, it was not written by ONE. Anything that happens in the anime that doesn't happen in the web-comic is non-canon. In the webcomic Lord Boros simply says that he will erase Saitama off the face of the planet, and names his final attack "Planet Destroying Roar Cano". Unless we are ranking characters off of the names of attacks, Lord Boros is not 5-B.

Since Garou is power-scaled from Boros, he should not be 5-B
