How do you take speed about character A blitzing B character who got good speed

About speed

There's no actual value multiplier for speed blitzing afaik so it may go like this...
Suppose character B is hypersonic so character A would be "atleast hypersonic, likely higher" (or far higher accordingly)

You just scale them to each other and slap "At least" to Character A's speed rating.
