Keep in mind that this isn't meant to be a CRT, just a discussion about the topic. I've also been pretty inactive until about 10 days ago, without looking much at active threads, so if this has been discussed or is being discussed, I wouldn't know.
Anyways, in Dragon Ball, unless I'm forgetting something, I'm pretty sure it's always been evident that speed scales alongside power. If a character becomes 10 times stronger, they would also become 10 times faster. That's why the Kaioken (the multipliers of which are considered applicable) increases Goku's physical capabilities equally, even though it's a technique that simply amplifies someone's Ki by the amount desired, which of course heavily implies if not confirms that increasing Ki just increases power and speed equally.
"You control all the Chi in your body...and amplify it for a heartbeat. If you get it right, your power and speed and everything just suddenly go zoom."
It's even been made into a meme, with Burter claiming to be the fastest being in the universe, but he should still be dwarfed in speed by Frieza, due to the latter's much higher strength, he also doesn't seem to be faster than any of the other Ginyu Force members on par with him to any relevant degree, as he kept up with Goku about as well as Jeice and Recoome did. Of course, there are unique cases like Dyspo where the fighter in question is shown to blatantly have higher speed than other characters despite the power difference, but those are treated as completely unique cases.
Since power/AP and dura obviously increases via Ki being increased, logically, speed should also be increased in accordance. The only issue I see with this is that it would probably make characters MFTL+ in late DB to early Z. Thoughts?
