About pocket dimensions and High 3-A

My issue is... Doesnt this fall under "4D power in less-than-universal scale"? Aka High 3-A? Is a multi galaxy sized dimension too small to be nothing more than "hax"?

3-D and 4-D High 3-A confuse me honestly. As does High 3-A period.

4-D High 3-A applies to virtually nothing these days and is near impossible to differentiate from 4-D hax on a limited scale (since it's an arbitrary distinction in the first place).
