About piercing damage

So I've read a thread about piercing damage explanation and wondering about what SamanPatou said

This also works for bullets in particular, as they can usually hurt even characters up to tier High 8-C because of their properties.

If a normal bullet can hurt characters up to Tier High 8-C, does that mean that characters that tanks bullet can also have a similar Durability to High 8-C? Or is it still only quality for Street level durability?
