About interact with NEP

If one can control over higher-dimensions(In any number) or being a higher-dimension existence, would this allow them to interact with NEP(Nonexistent Physiology) type 2 beings who are exists at a lower dimension?

if you don't have the feats to interact with them then no i don't think you can interact with NEP 2 beings even if you are higher dimensional

Imagine a Piece of Paper. Paper is 2-Dimensional, and we are higher-dimensional. Now, try to touch that piece of paper. You can’t, because it’s imaginary- it does not exist. The same applies to fictional characters unless proven otherwise within the story.

A 3-D character is higher dimensional than a type 2 NEP, but we can't interact with them. There's probably an argument for 0 and 1-A due to how being beyond everything is not being anything, but that's up to the verse.
