Is it necessary to be omniscient to be High 1-A+ or is it just an additive? I mean... could a character be Mindless or Instinctive and have that tier?

About the omniscient part, no, is not necessary, the only level with that rule is boundless, and about mindless part, structures can be high 1-A+ I don't know if that answers your question
