That...Doesn't make the slightest sense. It overpowers the abilities of a dragon that can bust countries. Therefore, it's country level.

For one thing, an army =/= Country Level.
For another thing, Country Level is 6-B, not 6-A. Continent Level is 6-A.

The Falchion was specifically designed to be able to damage and seal Grima. Grima has his own weakness marker in the game, seperate from other dragons, and only the Falchion can target this weakness. None of the other enemies in the game have this specific weakness to the Falchion; it is entirely unique to Grima. Furthermore, Chrom's teammates are generally around his level, save for Tiki, who only reaches lifewiping levels of power when she's totally out of control, and neither she nor any of Chrom's other teammates can do jack shit to Grima, especially on higher difficulties; only the Falchion can do significant damage to him.
So, yes, I support a downgrade, as Grima's weakness to the Falchion is entirely unique to him, and the Falchion was specifically tailored to seal him; it cannot reproduce this effect on other beings.

Chrom, Lucina, & Tiki still scale roughly to Robin who can outright kill Grima so they are roughly on the same level as him, and tank attacks from Grima who is on par with Yune & Ashera going by the lore. So they are low continent level regardless
Also, specifically being designed to seal something with continent level durability just puts its firepower roughly at continental anyways. The fact you can't do it to everybody else is just gameplay restrictions

Robin's able to kill Grima by this weird clause in which Grima is somehow weak to his own power, and since Robin is him from another timeline, his power is technically Grima's. Also note that this almost killed Robin himself; the fact that he survived was considered a miracle. Even Naga was almost certain he would die. Furthermore, he was only able to land the finishing blow after Grima was significantly weakened. Outside of this, he deals about as much damage as any other non-Falchion wielder (which is next to nothing).
I strongly disagree with the Falchion's overall firepower being Continent level, because as I said, it targets a weakness specific to Grima which no other enemy in the game has. Outside of this, it is strong, but still not even the strongest weapon in the game in raw power (that title goes to the Hauteclere axe).
Though there still is the issue of characters being able to tank Grima's attacks (and on lower difficulties, characters with high defense such as Manaketes and Generals can outright no-sell his attacks), so even if the Falchion isn't Continent level, the characters should seemingly still have Continent level durability.

Lucina is not Continent level, she has no feats of such.
1.-The Falchion is the one who could SEAL Grima, not kill him nor even hurt him.
2.-She doesn´t have her swrod exalted in canon, making her significally weaker than Chrom.
3.-In many of the conversations with the future kids, they claim most of their parents where mostly one-shot. (Crhom was killed by a Thoron by Robin!Grima. Which was still limited to his "human" form.)
4.-The only reason Robin could kill Grima is because they are one and the same, that was the entire point of that ending.
5.-Lucina has no other feats supporting this claim aside from the wall braking one in supports.
