I've been told War polices the whole multiverse and the Horsemen ended a war between Heaven and Hell.

My question is: Why is War City Block?
 
Because he curbstomped a Levathian with the size and power of a Large Building and fought enemies that were likely capable of generating these ap values.

I mean, why is he ONLY City Block? From what the guy told me, War is on a universal level of power.
 
I have played both games, War thing of destroying the universe by his presence is false since the damage not done by himself but is caused by a chain reactions due his actions, which shows a force moved by his actions, consuming planets. Death did indeed defeated Absalom, who drawed power from the well of souls, through how much is unknown and was the avatar of the corruption, a force which ingnores durability and thus able to consume and spread through everywhere. The profile lists their restricted state, i'm waiting for Darksiders 3 to give better feats for the restricted and unrestricted feats since the verse. I repeat that the 8-B rating is for being much stronger than being that can generate High 8-C to 8-B energy and some other feats are not quantificable.

The guy also mentioned the Horsemen enforce gods who rule their own universes.
 
They could be 3-A while Unrestricted, but it's not directly mentioned in game, so i will wait for a more solid statement.
