About 3-D 2-C characters

So I've seen that some 3-D characters have access to 4-D power's / abilities. But I'm having trouble understanding this. How does a 3 dimensional being incorporate 4th dimensional power? Perhaps I'm over thinking it? It just seems confusing to me.
