Actually, I think it was hinted in Bloodedge experience Ragna does in fact still has a conscious since during Naoto's fight with Spinner after losing an arm and a leg he heard a voice of a man. He then saw a mysterious man with a black arm approach him before punching him in the chest with a black arm, which not only stopped Naoto from losing consciousness but also awakened his drive. There are not a lot of characters in the BlazBlue world that has a Black arm and also that man awakened Naoto's drive which is something the Azure could do, the very power Ragna claimed in Central fiction.
