A question on Anti-Magic

Could a character with anti-magic use it to harm characters on a higher tier than themselves? And if so, what would it be classified as? HAX? Ignoring Durability?

Depends on how anti-magic works. Generally it would harm the characters of magical nature with one condition: if their functionality depend on the magic to work. The tier doesn't depend, though I doubt that a lower-dimensional character would affect higher-dimensional or outerverse tier characters in any form according to the wiki's Tiering System. I think that anti-magic can ignore magical durability, but it rather be case-by-case.

That sounds about right. The verse treats anti-magic as kryptonite for magic, and it can kill magic users on the spot of it's strong enough

That heavily depends on how the anti-magic works, but someone like Asta would cut through undertale monsters like butter, yes.
