Dragon Garow Lee, a very popular doujinshi in Japan, was recognized by Shuiesha's Dragon Ball Room initiative as a massive fan of Yamcha. Because of this, they allowed him to create a three-issue short story about Yamcha. That is all I gathered about the backstory.
