A question about Tokyo Ghoul

In the anime, someone says that Post-dragon Kaneki is only slightly stronger than his Pre-dragon self.

Was this stated in the manga too ?
 
Honestly, I don't remember such a moment in the anime. But in manga such a not was at all. On the contrary, we were strongly hinted at the huge increase in Kaneki's strength, called It the strongest, and even Furuta noted its strength.
