Basically it comes from these two videos.

Gouken and Rose manage to seal Ryu and Bison's power, but the seals cease to be effective after some time (it is unknown how much, but it shouldn't be more than a year).

This should be considered a weakness of the seal, like a time limit, or a minor resistance to sealing for Ryu and Bison?
 
I'll say is relative, one needs a point of reference: if the seal has been used before, and has wear off with the time passing when used to seal characters as strong or stronger than in this case, then is reasonable to assume the characters are resistent; however, if the seal duration is relative to the target's power, then is most likely a limitation.

The thing is that we don't know, the seal just wore off overtime. In this case, then, it should be resistance, according to your method, as Gouken is superior to Ryu and Rose was roughly on par with Bison at the time.
