A question about High 1-B?

There are only two questions:
1) The power Gain as the Dark Tower is still a High 1-B, but why exactly?
2) If we take into account a structure similar to the dark tower, a being in a universe that can destroy galaxies would technically be more powerful than all the universes below it, right?
 
1) The power Gain as the Dark Tower is still a High 1-B, but why exactly?
The multiverse which makes up the Dark Tower is comprised of infinite layers or "steps", each of which contains an infinite number of universes which are themselves infinitely larger than those found on the step below. It has been stated that an entire universe in one step can be contained within a single atom of a blade of grass in the step above, with this same step having an infinite multiverse which is itself contained within a grain of sand in the next step, and so on.

Context matters for this, but basically yeah.

But, Does that count even when there is no relationship where one "floor" transcends the other by perceiving it as fiction? If so, then, if a fictional franchise had the same High 1-B structure and they gave the necessary arguments, then would it also be High 1-B?

Yes, very good arguments at that.
 
Besides the dark tower, do you know of any other fictional universe that has this same structure?

You do not need to see something as fiction to qualify for higher levels of Tier 1.
