Is that type 8 like instant or does it take awhile? Morally speaking Emily is low chaos canonically, not adverse to killing but will be fine resorting to incapping and is a liked ruler of her people iirc. Pretty sure she can just KO him with Domino too by linking his fate to someone and using a sleep dart and going on her way unless that type 8 covers being KOd

If she happens to be a serious distress to civilians, then Kuuga could come back, it have worked instantly on Shocker, Destron, General Yoroi, the Great Leader, etc.
If the sleep dart is biological-based, Kuuga could overcome it with resistances or sheer adaptation, but he can just dodge it with Dragon or Pegasus Form, or being shielded by Gouram who isn't biological at all. And the type 8 immortality works not only if he is killed, if he is defeated (in a sense of being knocked out, incapacitated, trapped, etc), he will also come back.

Low chaos Emily isn't gonna kill random bystanders for the heck of it, doing that leads to high chaos in her games. She might knock out a person to prevent her from being spotted but still.
Heck she won't even need to target a bystanders but can use her doppelgangers to do the effect anyway.
Domino ties whatever happens to one to happen instantly. Kuuga isn't the one being darted but the sleep would still transfer to him so he's still going to bed.
