If there is a character that is described to transcends logics, therefore utterly transcends High 1-A+'s definition, but has a character above it that transcends it, will it be High 1-A or High 1-A+ despite being higher than all possible worlds?

Transcending logic isn't High 1-A+, and if something is above High 1-A+ but not, Tier 0, then it get's downgraded to High 1-A.

Because it will depend on the cosmology of the verse for its tier. If it no longer qualifies as high 1A+, the same way tier 0 does, if it no longer qualifies as tier 0, it depends on the cosmology for its tier.
