A billion tons of force

The "Force" of a billion tons doesn't really mean anything AP wise; Tons of TNT and Tons of Force are two widely different things. Tons of force is more of a lifting strength feat if anything; but even, then that also has other rules.

I assumed it meant joules. If it's not specified what it actually means, then it's probably unusable.

It's not actually 1000 Megatons. That's Tons of TNT, while this is Force, which would yield something far lower, assuming it's even calculable.

Can't tons of force be converted into joules via distance/time?

If you have an actual feat with a known timespan and distance of which that energy is exerted you could maybe get a result? Otherwise it's just a LS feat.

If there's launching distance yeah, but just the simple "Tons of force" statement doesn't mean anything by itself.

Although, F amount of force means more that E amount of energy in terms of damage, it can't really be converted to AP; what you can do is look for a reference.
